Extradition Completed in Quadruple Homicide Case: Luis Francisco Soriano Now in U.S. Custody

Rochester, NY – in a major development in one of Monroe County’s most heinous crimes, 31-year-old Luis Francisco Soriano has been successfully extradited from the Dominican Republic to the United States, where he now faces multiple charges in connection to a quadruple homicide that took place in Irondequoit on August 31, 2024. Soriano’s return was executed on Saturday, July 26, 2025, with the U.S. Marshals Service facilitating the transfer and placing him into custody at the Monroe County Jail upon arrival.

Soriano had been arrested in the Dominican Republic on June 4, following a coordinated international effort led by U.S. law enforcement and judicial authorities. His arrest came at the formal request of the United States, and was carried out through cooperation between U.S. and Dominican officials.

The charges Soriano now faces are staggering and reflect the violent and calculated nature of the crimes. He has been formally charged with:

  • Four counts of first-degree murder
  • Four counts of second-degree murder
  • Two counts of first-degree burglary
  • Two counts of first-degree kidnapping
  • Two counts of first-degree arson

These charges are related to the brutal killing of four victims, two of whom were children aged just 2 and 4 years old. The Justice Department’s Office of International Affairs (DOJ-OIA) played a critical role in working with the Dominican Republic Foreign Field Office, as well as the U.S. Marshals Puerto Rico Violent Offender Task Force, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Monroe County District Attorney’s Office, the Monroe County Sheriff’s Office, and the Irondequoit Police Department.

“This extradition underscores the power of international cooperation in holding fugitives accountable,” said a spokesperson from the U.S. Marshals Service. “We will pursue justice across any border for the most violent offenders. The victims of this terrible crime and their families deserve nothing less.”

The U.S. Marshals Service, known for its specialized fugitive operations, often leads missions involving the capture and return of violent fugitives from overseas. In this case, Soriano’s extradition required meticulous planning and legal coordination across multiple federal agencies and foreign jurisdictions, including support from the Department of State and the U.S. Embassy in the Dominican Republic.
