STILLWATER, OK – A deadly shooting in Stillwater has left two people dead and one seriously injured, with the suspect, Theodore DeMarrio McCloud, now in custody following a multi-agency effort.
At approximately 1:14 a.m. on Monday, July 28, 2025, officers with the Stillwater Police Department responded to multiple 911 calls reporting gunfire in the 200 block of W. Elm Avenue. When officers arrived at the scene, they discovered three victims.
Vanessa Henry, 38, and Andrew Rice, 35, both of Stillwater, were found with fatal gunshot wounds and were pronounced dead at the scene. A third victim, Carman Murphy, 34, also of Stillwater, was found suffering from at least one gunshot wound. She was transported to a hospital and is currently listed in stable condition.
Suspect Theodore McCloud Fled, Then Opened Fire on Officers
The suspect, 36-year-old Theodore DeMarrio McCloud of Langston, Oklahoma, fled the scene before police arrived. Later that day, officers with the Langston University Police Department (LUPD) located McCloud at a residence in Langston. Upon their arrival, McCloud exited a vehicle and fired multiple rounds at officers. One officer returned fire. Despite the gunfire, no officers were injured, and McCloud was ultimately taken into custody without further incident after multiple agencies arrived to assist.
Investigation and Legal Proceedings
The Stillwater Police Department is continuing its investigation. Formal charges against McCloud will be submitted to the Payne County District Attorney’s Office. A possible motive for the shooting has not been disclosed at this time.
The Oklahoma State Bureau of Investigation (OSBI) is now handling the officer-involved shooting portion of the case that occurred in Langston. Any questions about that incident should be directed to the OSBI.

The loss of Vanessa Henry and Andrew Rice has deeply impacted the Stillwater community. Both individuals were well known in their neighborhoods and are being remembered for their kindness and contributions to those around them. Survivors and loved ones are being offered support as the city mourns this sudden tragedy.
Carman Murphy, who survived the attack, remains hospitalized and is recovering from her injuries with support from family and friends.
