Maryville Couple, Allen Westmoreland and Sandra Gridley, Charged with Felony Child Abuse After 4-Year-Old Found Living in Squalor

July 30, 2025 — Blount County, TN — Authorities in Blount County have arrested Allen Michael Westmoreland, 29, and Sandra Jean Gridley, 27, following a disturbing discovery involving a 4-year-old child living in deplorable conditions at a residence on Calderwood Highway in Maryville, Tennessee.

Both Westmoreland and Gridley are charged with felony child abuse and neglect and are being held at the Blount County Correctional Facility on a $7,500 bond each. They are set to appear in Blount County General Sessions Court on August 6, 2025, at 1:30 p.m.

Discovery Sparked by Animal Welfare Concern

The investigation was initiated on Sunday when the Blount County Sheriff’s Office (BCSO) received a tip about dogs allegedly tied up behind a residence without access to food, water, or shelter. Deputies responded to the home on Calderwood Highway, where they found three emaciated dogs, chained in the backyard and left exposed to the elements.

Shortly after deputies arrived, Allen Westmoreland and Sandra Gridley arrived at the residence. During the course of their investigation, deputies requested access to the interior of the home, and what they found raised immediate alarm.

Unsafe, Unlivable Conditions

Deputies and investigators described the interior of the residence as filthy and unfit for human habitation, with widespread insect infestations, animal feces, no electricity, and limited running water. These unsanitary and unsafe conditions were especially concerning after investigators learned that a 4-year-old boy also lived in the home.

The child, who has not been publicly identified, was present at the time and was immediately placed into the custody of the Tennessee Department of Children’s Services (DCS) for his safety and wellbeing. The child’s current condition is unknown, but authorities confirm he is now in a secure environment.

More Dogs, More Neglect

In addition to the three dogs found outside, deputies also discovered a fourth dog inside the residence. All four animals were removed by Blount County Animal Control and transported to the Blount County Animal Center, where they are receiving veterinary care. Officials say the dogs were visibly malnourished and had been neglected for some time.

Legal Action Underway

Westmoreland and Gridley were taken into custody Tuesday evening. They have each been charged with one count of felony child abuse/neglect, and additional charges related to animal cruelty may follow as the investigation progresses.

Sheriff James Lee Berrong expressed outrage and concern following the arrests:

“No child deserves to live in such filthy, dangerous conditions. Thanks to a vigilant community member and quick action by our deputies, this young boy is now safe, and those responsible — Allen Westmoreland and Sandra Gridley — will face the full consequences of the law.”

Ongoing Investigation

The BCSO Investigations Unit continues to pursue further leads in the case, reviewing past welfare reports and the condition of the animals. Court proceedings for Westmoreland and Gridley are scheduled to begin next week.
