WASHINGTON COUNTY, VA — A Georgia man has been arrested and faces multiple felony charges after traveling to Washington County, Virginia, in an attempt to meet with a minor as part of what authorities describe as a disturbing case of online child exploitation.
On Tuesday, July 29, 2025, the Washington County Sheriff’s Office arrested William Phillip Stevens, age 35, of Louisville, Georgia, following a coordinated online investigation. Stevens had allegedly communicated with who he believed to be a juvenile female and made arrangements to pick her up and return with her to Georgia. Instead, he was apprehended by law enforcement at a secluded location in Washington County, where he expected to meet the child.
The arrest was made without incident, and Stevens is currently being held without bond at the Abingdon Southwest Regional Jail.
Stevens has been charged with the following offenses:
- 40 counts of Taking Indecent Liberties with Children under VA Code §18.2-370
- 1 count of Attempted Abduction and Kidnapping under VA Code §18.2-47
The Washington County Sheriff’s Office, working in collaboration with the Southern Virginia Internet Crimes Against Children (ICAC) Task Force, has been investigating Stevens’ online activity in close partnership with law enforcement agencies in Georgia. Investigators have also confirmed that they are continuing to work with the Jefferson County Sheriff’s Office in Louisville, GA, where Stevens resides, to pursue further leads.
Sheriff Blake Andis praised the efforts of the investigative team, stating:
“This case underscores the importance of interagency cooperation and the vital role technology plays in protecting our most vulnerable. Our detectives, along with our partners at the ICAC Task Force, are committed to stopping these predators before they can cause real harm. We will continue to use every resource available to fight the exploitation of children—online and in person.”
Sheriff Andis also issued a warning to parents and guardians, urging them to remain vigilant in monitoring their children’s online interactions:
“The internet, while a useful tool, can be a dangerous place for children. We encourage all parents to be engaged, to have open conversations with their children, and to monitor their digital behavior closely. Awareness and involvement are key to prevention.”
As the investigation remains active, authorities have not ruled out additional charges or further arrests. The Sheriff’s Office is urging anyone with relevant information to come forward.
