MURRAY, KY — On the evening of Wednesday, August 6, 2025, at approximately 5:00 p.m., a sergeant with the Murray Police Department observed a disturbing public indecency incident while patrolling the city’s south side. The sergeant was driving through a residential area when he noticed a male subject, later identified as Charles Maupin, also known as Charles Harding, 57, of Murray, KY, standing naked outside of his residence.
According to the sergeant’s report, Mr. Maupin was not only nude in plain view of the public but was also observed actively engaging in a sexual act in full visibility from the street and surrounding homes. Upon being noticed by the officer, Mr. Maupin quickly fled inside his home and refused to come out when instructed to do so.
Law enforcement officers remained on the scene and continued attempts to deescalate the situation and encourage voluntary compliance. After a prolonged period of noncompliance, Mr. Maupin finally exited the residence and was taken into custody without further incident.
He was formally charged with Indecent Exposure 2nd Degree and Resisting Arrest. Notably, this marks the fourth time in just four months that Mr. Maupin has been charged with the same offense of Indecent Exposure 2nd Degree—raising serious concerns about repeated public safety violations and community wellbeing.
The Murray Police Department released a public statement following the arrest, emphasizing their commitment to community safety and decency laws. “These types of offenses are taken seriously, especially when they occur repeatedly and in view of the general public, including potentially vulnerable individuals,” the statement read.
Authorities also used the occasion to remind residents that under the American legal system, all individuals charged with crimes are considered innocent until proven guilty in a court of law.
Mr. Maupin was transported to the Calloway County Jail, where he is being held pending further legal proceedings. The Murray Police Department has not released additional details at this time but urges anyone who witnesses suspicious or inappropriate behavior to report it immediately.
As the case proceeds through the judicial system, community members are encouraged to stay informed and support efforts to maintain public safety, especially in residential areas where children and families may be impacted by such incidents.
