Albany Man Sentenced to 42 Years in Prison for Sexually Abusing a Toddler and Distributing Child Exploitation Material

Albany, Oregon — An Albany man has been sentenced to an extensive federal prison term for the sexual abuse of a toddler on multiple occasions and for distributing videos of the abuse online.

Kevin Walter Taylor, 35, was sentenced today to 504 months (42 years) in federal prison, followed by a life term of supervised release. The sentence reflects the severity of the crimes and the lasting impact on the victim.

U.S. Attorney for the District of Oregon, Scott E. Bradford, condemned Taylor’s actions:

“The sexual abuse of this young child is reprehensible and is deserving of every month of the sentence that has been imposed by the court. The U.S. Attorney’s Office recognizes and thanks the Albany police officers and Homeland Security Investigations (HSI) special agents for rescuing this child within hours of learning of the abuse.”

ICE Homeland Security Investigations (HSI) Seattle Acting Special Agent in Charge Colin Jackson also praised the work of law enforcement:

“HSI is unwavering in our commitment to protecting children and ensuring that those who exploit them are brought to justice. I am proud of the dedication and expertise demonstrated by our agents, analysts, and law enforcement partners in rescuing the victim from horrific sexual exploitation.”

Case Details and Investigation

On the morning of September 8, 2023, HSI special agents discovered online material depicting the sexual abuse of a child and traced it back to Taylor’s residence in Albany. Within hours, agents obtained a federal search warrant and, with assistance from the Albany Police Department, executed the warrant at Taylor’s home.

Taylor was arrested that same night, and the toddler victim was rescued from the residence, still wearing the clothing shown in the abusive videos distributed by Taylor just hours earlier.

Upon examining Taylor’s cell phone, investigators uncovered evidence of ongoing abuse, including videos documenting abuse on the day of the arrest and almost daily recordings from the prior week. In addition, agents found chat messages where Taylor openly admitted to abusing the toddler and sharing videos.

Further disturbing discoveries included chats detailing Taylor’s plans to kidnap and sexually assault other children. He also admitted to secretly filming children in public places such as grocery stores, focusing on children’s midsections. Agents located videos consistent with these claims, including recordings of women in public who were unaware they were being filmed. The identities of these individuals remain unknown.

Legal Proceedings

On October 19, 2023, a federal grand jury in Eugene indicted Taylor on ten counts, including sexually exploiting a child, distributing child pornography, and possessing child pornography.

On December 10, 2024, Taylor pleaded guilty to the charges, acknowledging his role in the exploitation and distribution of child sexual abuse material.
