ROSEBURG, Ore. โ The Douglas County Sheriffโs Office has made two arrests following an extensive investigation into illegal visual content involving minors and other criminal activity. The investigation, which began in late June 2025, resulted in the arrest of Daniel Roy Phelps, 40, and his long-term partner, Terah Danyle Crawford, 39, both residents of Roseburg, Oregon.
The investigation was initiated when detectives received a tip concerning the potential possession and distribution of unlawful material. Over a two-week period, multiple search warrants were executed, leading to the identification of a five-year-old child believed to be a victim known personally to Phelps.
During the investigation, the Oregon Department of Human Services (DHS) was contacted to ensure the immediate safety of the child. The child was promptly removed from the environment and placed into protective care.
As the case progressed, detectives uncovered evidence pointing to a second young victim, approximately one year of age, and determined that Terah Crawford had also been actively involved in the creation of illicit materials. Additional findings revealed troubling activity involving the mistreatment of animals.
Formal Charges Filed
On July 16, 2025, both suspects were taken into custody and lodged in the Douglas County Jail. The following charges were filed:

Terah Danyle Crawford

- Using a Child in a Display of Sexually Explicit Conduct
- Second-Degree Encouraging Child Sexual Abuse
- Second-Degree Possession of Materials Depicting Sexually Explicit Conduct of a Minor
Both individuals remain in custody as the investigation continues.

Authorities believe there may be additional victims or individuals with information relevant to this case. In accordance with ORS 133.870, the Douglas County Sheriffโs Office has released booking photographs of both suspects to aid in the identification of other possible victims or witnesses.
