    It is with deep sadness and reverence that we share the unexpected passing of Steven C. “Steve” Harms, a cherished alumnus, trustee, and generous benefactor of Upper Iowa University (UIU). Steve passed away on Wednesday, July 9, 2025, leaving behind an extraordinary legacy that will continue to inspire the UIU community for generations.

    From Sumner to UIU Glory

    Born and raised in Sumner, Iowa, Steve was one of three children of Cal and Iris Harms. After graduating from Sumner High School, he attended UIU in Fayette—where he played football and earned a B.S. in Physical Education in 1973  . That same year, he married fellow graduate Diane Kinkead, beginning a lifelong partnership rooted in shared dedication to their alma mater  .

    Career in Crop Insurance and Leadership

    Steve built a distinguished career at Rain and Hail Insurance Services, rising from a field supervisor in 1976 to the role of President and Chairman by 2005, retiring in 2012 after almost 40 years of service  . His leadership in the crop insurance industry led to his induction into the Iowa Insurance Hall of Fame in 2018  .

    A Loyal UIU Steward and Philanthropist

    Steve and Diane Harms have been instrumental in shaping UIU’s future through philanthropy and active engagement:

    • In 2011, they contributed a record-breaking $7.5 million gift to renovate and name the football stadium  
    • In 2014, Diane’s $1.65 million endowment revitalized UIU’s cheerleading program  
    • They donated $750,000 toward the campus recreation center in 2014  
    • Served as co-chairs of UIU’s first capital campaign  
    • Served as UIU trustees and co-chairs on major fundraising initiatives like the Changing Lives Scholarship Fund  

    In 2019, both were inducted into the UIU Athletics Hall of Fame, honoring their dual legacy as student-athlete and cheerleader, and their enduring commitment to UIU  .

    Steve’s influence stretched well beyond athletics and insurance. He served on the boards of national crop insurance associations and community entities like Bankers Trust  . Known for his ever-present smile and uplifting spirit, he celebrated both professional achievement and dedication to family—he and Diane raised five children and were blessed with eight grandchildren  .

    A Legacy Worth Carrying Forward

    Steve Harms was more than an accomplished alumnus—he was a visionary leader, a generous friend, and a devoted servant to UIU and his community. His commitment to education, athletics, infrastructure, and student opportunity transformed the campus landscape and the lives of many.

    He led with grace and gave with heart. His passion for UIU’s mission was palpable, and his influence will carry forward through scholarships, buildings, and countless Peacocks whose paths he shaped.

    A Prayerful Farewell

    DRIVER WHO KILLED 12-YEAR-OLD LUCAS TRAINOR REMANDED INTO CUSTODY AFTER COURTROOM APOLOGY

    PORTAFERRY, NORTHERN IRELAND — Peter Andrew Milligan, 51, of Ashmount Park in Portaferry, has been remanded into custody following a tragic hit-and-run that claimed the life of 12-year-old Lucas Trainor on July 8, 2025. Appearing at Newtownards Magistrates Court today, Milligan issued a public apology to Lucas’s grieving family, who were seated in the courtroom.

    Speaking through his solicitor, Patrick Higgins, Milligan expressed:

    “He has instructed me to express his sincere remorse and regret to the family of Lucas for the loss of their innocent son.”

    Milligan now faces 11 serious charges, including causing death by dangerous driving, failing to stop and report an accident, and driving without a license or insurance. Additional charges relate to refusing a breath sample and driving under the influence of alcohol. He admitted to police that he had been drinking and was unfit to drive when he struck Lucas, who was riding an electric scooter.

    Details of the Tragedy

    According to Detective Constable Martin of Bangor CID, Milligan struck Lucas on The Strand in Portaferry at around 11:02 p.m. and fled the scene. Lucas was pronounced dead despite emergency medical efforts, with a post-mortem confirming that he suffered a traumatic head injury.

    Just 15 minutes later, Milligan crashed the red Skoda Fabia into a wall on Loughdoo Road and abandoned the vehicle. Officers later located Milligan just under half a mile from the crash scene, suffering from a broken ankle.

    In custody, Peter Milligan reportedly made full admissions before being shown any evidence. He told police that he was drunk, unlicensed, uninsured, and panicked after the initial crash. He also admitted to drinking earlier at pubs in Strangford and Portaferry, then deciding to “go for a spin.”

    After caution, Milligan reportedly stated:

    “I am so sorry for the death of Lucas. Please give my condolences to his poor mother and father. I will regret this to the day I die.”

    Long History of Offenses

    DC Martin testified that Milligan has 60 previous convictions, including 25 traffic-related offenses, two prior DUIs, and driving while disqualified. He allegedly has not held a valid license or insurance since 2007, and police were told he often “bragged” about it.

    Milligan’s record, DC Martin argued, demonstrates a consistent disregard for road safety laws, with minimal time spent outside prison without reoffending.

    Bail Denied

    Defense solicitor Patrick Higgins proposed bail conditions, including an alcohol ban and restrictions from operating any vehicle. But District Judge Natasha Fitzsimmons rejected the request, citing the defendant’s long criminal history and prior breach of court orders.

    “Given Milligan’s record, especially involving disqualified driving, I do not consider there are any bail conditions to manage the risk,” Judge Fitzsimmons ruled.

    Peter Milligan will remain in custody and is scheduled to appear again via video link on July 30, 2025.

    SWEETWATER COUNTY, Wyo. — A deeply disturbing case has rocked the community of Rock Springs as a local woman has been formally charged in connection with a domestic shooting that left her adult son critically injured. The Sweetwater County Sheriff’s Office confirmed that 57-year-old Alice Ione Halstead was arrested on Wednesday afternoon, July 10, and is now facing multiple felony charges—including attempted second-degree murder, following a violent altercation that unfolded inside her home in the Northpark neighborhood on Saturday, June 21, 2025.

    The victim, 37-year-old Cameron Scott Colley, was reportedly shot once in the neck during the incident but survived after receiving life-saving medical treatment. Authorities say the shooting occurred inside a residence on Antelope Drive, just north of Rock Springs.

    A Violent Confrontation Between Mother and Son

    At approximately 5:45 p.m. on June 21, emergency dispatch received a 911 call reporting a shooting inside the Halstead residence. When sheriff’s deputies arrived at the scene, they discovered Colley suffering from a gunshot wound. Deputies rendered emergency aid while awaiting paramedics. He was first transported to Memorial Hospital of Sweetwater County, then flown to the University of Utah Medical Center in Salt Lake City due to the severity of his injuries.

    According to official court documents, Halstead told responding deputies that she had shot her son during a heated confrontation inside her bedroom, claiming she acted in self-defense. However, detectives launched a full investigation, interviewing Colley during his recovery and executing a search warrant on the home.
